:o This biggest tip I can give anyone for CGing is this: Layers and layer effects (multiply, screen, darken... Those ones). It will allow you to make the lineart treated in a special way to the layers below it. White will be treated as transparent, and black will be treated as solid (opaqe? sp?). Any color you add on layers below will pop through the white, but not the black. As for the rest of the details in my CG's... practice and time with the smudge, blur and paintbrush get that...
